With previous leadership roles at Millennium Hotels and Resorts MEA, KPMG, and Meraas Holding, Fahad combines strategic foresight with hands-on operational expertise. He is committed to fostering local talent, supporting small enterprises, and shaping a future-focused hospitality ecosystem. Holding an Executive MBA from Georgetown University McDonough School of Business and accreditation as a Chartered Accountant, Fahad leads Legacy’s vision to elevate the guest experience and redefine hospitality across the region.

Abdulrahman Almoayed is the Co-Founder and Chief Investment & Development Officer of Legacy Hotels Holding, bringing over 20 years of executive leadership in investment, strategic development, and cross-border growth. His experience includes Almoayed Investments, with a track record of leading high-value initiatives and scaling businesses across multiple sectors and geographies, while pursuing passions in F&B, automotive and hospitality.

Known for combining disciplined financial judgment with an approachable, entrepreneurial style, he leads Legacy’s investment and development agenda with a focus on sustainable expansion and long-term stakeholder value. He holds a degree in Strategic Management from Southern Methodist University (TX, USA) and an MBA from the University of Strathclyde (Glasgow, Scotland).

Rami Moukarzel is an Advisor & Board Member at Legacy Hotels Holding, bringing over two decades of experience across hotel development, real estate, and operations, He has contributed to more than 150 projects including greenfield developments, conversions, and turnaround strategies, supporting the group’s long-term strategy and portfolio expansion.

Rami is the Co-Founder and Managing Partner of Earth Hotels and previously led development growth across the MENA region for Louvre Hotels Group. He also served as Vice President of Development at FRHI Hotels & Resorts, overseeing the luxury group’s footprint growth by over 300% in 7 years across key international markets. Earlier in his career, he built a strong operational foundation with global brands including Hyatt, Jumeirah, and Kempinski. Rami holds advanced qualifications in management, real estate, and finance, complemented by executive education from MIT Sloan School of Management, bringing both strategic depth and operational insight to Legacy’s growth journey.

Jamil Brair is the Chief Strategy & Financial Officer at Legacy Hotels Holding, bringing close to three decades of experience across private equity, venture capital, and strategic leadership. He leads group strategy, financial oversight, governance frameworks, and investor reporting, with a focus on disciplined growth and long-term value creation.

Throughout his career, Jamil has combined institutional investment expertise with hands-on entrepreneurial leadership, co-founding and scaling businesses in regulated sectors. His background spans investment origination, transaction structuring, capital allocation, and post-investment oversight, working closely with boards, shareholders, and management teams.

He previously held senior roles at SHUAA Capital and The National Investor, following his early professional training at Arthur Andersen. Jamil holds a B.Comm. and a GradDip in Accounting  from McGill University and is a Canadian Chartered Accountant (CA) and Chartered Business Valuator (CBV).

William Harley-Fleming is the Chief Operating Officer at Legacy Hotels Holding, bringing over 25 years of international experience across the Middle East, Asia, and Europe. He leads group operations across hotels, food & beverage, and leisure assets, driving performance, consistency, and scalable growth across the portfolio.

William previously held senior leadership roles with Millennium Hotels & Resorts MEA, JA Resorts & Hotels, Starwood Hotels, and Radisson Hospitality, overseeing multi-asset platforms and complex operating environments. At Legacy, he is responsible for operating standards, commercial performance, digital and procurement integration, owner relations, and the group’s pre-opening and conversion pipeline.

He holds a BSc (Hons) in Hospitality Management from The University of Manchester and completed Cornell University’s General Managers Program, in addition to a Diploma in Food Hygiene & Safety from the UK Royal Institute of Public Health & Hygiene.

Pierre Basmadjian is the Chief People Officer at Legacy Hotels Holding, bringing more than two decades of leadership in human capital strategy and organizational transformation across hospitality in the Middle East and Africa. He leads Legacy’s People & Culture agenda, covering culture and engagement, talent development, organizational design, and workforce governance, while shaping the HR operating model, total rewards strategy, and talent platforms that enable scalable growth and an inclusive, high-performance workplace.

Prior to Legacy, Pierre headed regional HR strategy at Millennium Hotels & Resorts MEA and held senior leadership roles with Rotana and Accor, delivering large-scale workforce initiatives, capability-building programs, and transformation projects tied to business performance and guest experience. He holds credentials from Cornell University’s School of Industrial and Labour Relations and the Lebanese University’s Faculty of Tourism and Hotel Management, reinforcing Legacy’s people-first growth strategy for owners, partners, and guests.
